Dear Minster Lyons I am writing with regards to the Cannabis Retail Bill 2013. I would like to know how you plan to vote and why?

Thanks for your email and for raising this matter with me.
It is not the intention of the government to legalise the use of
cannabis. However, I understand from my colleague Minister Alex White at
the Department of Health, that the Department engaged with experts on
how authorised cannabis-based medicinal products for patients may be
legally prescribed by medical practitioners and used by patients
suffering from Multiple Sclerosis in Ireland. Draft Regulations amending
the Misuse of Drugs Regulations were prepared, including amendments
necessary to enable cannabis-based medicinal product Sativex to be
prescribed in Ireland.
The Department of Health undertook a public consultation process on
these new draft regulations which finished in early September. This
ensured that all interested parties and stakeholders would be able to
give their views on the proposed introduction of cannabis-based
medicinal products. Over 90 submissions were received and are currently
being reviewed by the Department of Health. (More information is

Arising from the consultation process, the Draft Orders and Misuse of
Drugs (Amendment) Regulations will then be submitted to Government
seeking approval to notify them to the EU Commission and Member States
under the Technical Standards Directive. At the end of the 3 month EU
notification period, Government's approval will be sought to make the
relevant Order. It is anticipated that the new Regulations will be
introduced early next year.
